The GENIUS Act is expected to take effect on January 18, 2027, with some issuance and sales restrictions set to take effect on July 18, 2028. The Office of the Superintendent of the Currency (OCC) announced implementation proposals in February 2026, and the Federal Reserve proposed relevant rules on September 24, 2026. The issuer of stablecoins needs to evaluate approval, reserve, and redemption requirements, while distributors need to analyze their financial service obligations. Enterprises holding stablecoins need to review redemption channels and counterparty risks. Qualified state issuers with outstanding issuances not exceeding $10 billion may choose state regulation. The reserve of payment type stablecoins must cover outstanding tokens at least one-to-one, and the issuer shall not pay interest or income solely by holding or using payment type stablecoins.
