VTB Bank in Russia will launch Bitcoin trading services next month.

VTB, Russia's second-largest bank, announced it will launch Bitcoin trading services for retail clients next month and recommends that clients allocate up to 7% of their portfolio to Bitcoin. (The Bitcoin Historian)
