The bill was proposed by Congressman Nick Begich and co sponsored by Jared Golden, aiming to establish a strategic Bitcoin reserve and a non Bitcoin asset digital asset reserve. The bill stipulates that the compliant bitcoin confiscated by the federal government is included in the reserve, and the funds obtained from the sale of non bitcoin assets can be used to purchase bitcoin or repay treasury bond. The Ministry of Finance and the Ministry of Commerce will study the strategy of purchasing Bitcoin in a budget neutral manner within five years, and the bill clearly does not authorize funding through borrowing, new taxes, or deficit spending.
