Stellar releases Bell upgrade guide; mainnet voting scheduled for November 23.

Stellar has updated its Bell (Protocol 30) upgrade guidelines, requiring wallets, exchanges, and infrastructure operators to update their software before the November vote. Protocol 30 involves new contract addresses starting with "W," changes to the ledger header format, quantum signature verification after ML-DSA, and millisecond-level ledger timestamps. Testnet validators will vote on November 3rd at 17:00, and the mainnet will vote on November 23rd at 17:00, taking effect upon approval.
