Three oil tankers carrying approximately 140,000 tons of Russian diesel are expected to arrive in the United States between November 7 and 11. This import is based on a sanctions waiver agreed upon by US President Trump and Russian President Putin on October 9. The Leruo tanker is already on the sanctions lists of the UK, EU, and Canada. US senators have sent letters to the relevant companies, warning of the risk of legal action and congressional investigations. If the first tanker unloads its cargo, it will be the first shipment of Russian diesel to arrive in the US since July 2023.

Goldman Sachs expects the Federal Reserve to keep interest rates unchanged at this week's policy meeting and not to release any new major signals in its policy statement or press conference, with a rate hike anticipated at the December meeting. (Source: Goldman Sachs)
AI Interpretation: The Federal Reserve's decision to maintain interest rates aligns with market consensus on the current tightening cycle, but Goldman Sachs' prediction of a December rate hike directly challenges market expectations that interest rates have peaked. This statement significantly reinforces the hawkish stance of monetary policy, forcing investors to reassess the duration of the high-interest-rate environment. The market will quickly correct its pricing of the easing cycle, inevitably leading to increased volatility in financial markets in the short term. This expectation directly suppresses the valuation space of risk assets and provides strong support for the US dollar index.
