Hong Kong Financial Services and the Treasury: International virtual asset platforms that meet the requirements can apply for a license; there are currently 13 licensed platforms.

--

Acting Secretary for Financial Services and the Treasury of Hong Kong, Chan Ho-lim, stated that international virtual asset trading platforms can apply for licenses as long as they meet statutory and SFC regulatory requirements. Currently, there are 13 virtual asset trading platforms in Hong Kong that have been licensed by the SFC. The SFC and InvestHK are in contact with relevant international platforms to introduce Hong Kong's regulatory requirements and market opportunities. The government and the Securities and Futures Commission (SFC) are about to submit a draft ordinance to the Legislative Council to bring more types of virtual asset services under regulation, and to continue to enhance the competitiveness of the digital asset market through clear regulation, talent and infrastructure development, and international cooperation. In recent years, the SFC has gradually expanded the products and services offered by licensed platforms and facilitated access to global liquidity. To become a licensed virtual asset trading platform, one must apply for a Type 1 and Type 7 regulated activity license under the Securities and Futures Ordinance, as well as a virtual asset service provider license under the Anti-Money Laundering Ordinance, and meet conditions such as having a physical presence in Hong Kong and appointing at least two approved responsible persons.
