Just the other day, I happened to come across it; starting from October 1, 2026, the "Method for Public Security Organs to Supervise and Inspect Cybersecurity" will be implemented. After some research:
It does not explicitly state punishment clauses for individuals who bypass restrictions, but mainly expands and institutionalizes the scope and methods of public security organs' supervision and inspection of cyberspace.
The old regulations from 2018 mainly targeted "Internet service providers" and "networking users." The new law from 2026 includes:
Network operators and their builders, maintainers, providers of network products and services, data processors, personal information processors, as well as other entities that can be supervised and inspected according to the law.
There is also a quite important point:
If the inspected subject is an individual, it will be implemented by the public security organ of their usual residence.
In other words, the new rules have explicitly preset a situation: the subjects of public security organs' cybersecurity supervision and inspection can be individuals.
So in the future, those truly at risk are the people and platforms providing proxy nodes, selling subscriptions, operating cross-border internet services, or managing large amounts of user traffic.
It's a bit disheartening; ordinary individual investors need not worry too much...
