IoTeX network restored and completed version 2.1.2 upgrade

According to official sources, the network instability caused by the recent DoS attack on IoTeX has been restored. IoTeX L1 has completed the upgrade to version 2.1.2, which introduces a single account rate limit to protect nodes from DoS attacks. This upgrade is not a hard fork, but IoTeX officials still recommend that node operators and API gateways perform synchronous network upgrades to improve overall network stability.
