According to Arab satellite television, Iran has proposed a multi-stage ceasefire agreement, including gradually opening the Strait of Hormuz, a long-term freeze on its nuclear program without complete dismantling, transferring enriched uranium to Russia, replacing compensation with economic facilitation measures, and hoping that the agreement will receive international guarantees. Iran also proposed that Pakistan and Oman play a role in the friction in the Strait of Hormuz, while demanding that the wording of the agreement preserve its "face".
