According to Bits.media, Ivan Chebeskov, Deputy Minister of Finance of Russia, stated that the Ministry of Finance may allow a few legal entities to legally use non custodial cryptocurrency wallets, but retail investors will be excluded. The Ministry of Finance has promised not to prohibit the holding of cryptocurrencies in non custodial wallets, but asset withdrawals are limited to authenticated custodial wallets, and the transfer of assets from Russian custodial wallets to overseas non custodial wallets is prohibited. The Russian cryptocurrency bill has passed the first reading of the State Duma and is preparing for the second reading.
