Key focus areas include stablecoins, DeFi, tokenization, and optimizing the regulatory framework for crypto-asset service providers (CASPs). The consultation covers topics such as the definition of crypto assets, issuance requirements for asset-referenced tokens (ARTs) and electronic money tokens (EMTs), CASPs regulatory rules, as well as areas not addressed in MiCA 1.0, like DeFi and prediction markets. Industry experts believe the stablecoin regulation section is the most politically sensitive, touching on issues like reserve management, issuance models, and restrictions on profits/incentives. The European Commission's consultation will run until August 31, but due to the complexity of the topics and the slow legislative process, the industry expects the formal revision to be implemented around 2028.
