THORChain network resumes transactions, adding native support for XMR and ZEC

The THORChain network has fully resumed transactions, with signature, node rotation, asset access, LP operation, and exchange functions restored to normal. The treasury and keys have been verified, and native transaction functions for XMR and ZEC have been added, as well as a dynamic fee mechanism.
