However, these holdings are dispersed across the Department of Commerce, Department of Defense, U.S. International Development Finance Corporation, and Department of Energy, and lack a unified disclosure and oversight mechanism. Among them, the U.S. Department of Commerce's 9.9% stake in Intel represents the largest single investment. White House National Economic Council Director Kevin Hassett stated that these equity investments are akin to a down payment for the U.S. establishing a sovereign wealth fund.
