The bill proposes establishing a strategic Bitcoin reserve within the U.S. Treasury and creating a separate digital asset reserve for non-Bitcoin assets. The bill stipulates that compliant Bitcoin acquired through federal government seizures will be included in the reserve, and proceeds from the sale or exchange of non-Bitcoin assets can be used to purchase more Bitcoin or repay national debt.
