The Secretary for Financial Services and the Treasury of Hong Kong, Mr. Hui Cheng yu, stated that Hong Kong plans to pilot the tokenization of Exchange Fund bills by the end of 2026, and Quick Clearing (CMU) will establish a digital asset platform within 2026 to provide one-stop services such as digital bond issuance and settlement. Hong Kong will improve the virtual asset licensing system and regulatory framework for tokenized investment products, and promote the trading of regulated stablecoins on licensed platforms and expand their application scenarios.

The Securities and Futures Commission of Hong Kong has announced a five-year plan to introduce a digital asset licensing system in the short term, and to promote digital asset custody supervision, CrypTech market supervision, and anti money laundering capacity building. In the medium to long term, a regulatory framework will be developed for tokenized investment products, covering tokenized gold and RWA. The Securities and Futures Commission of Hong Kong will support the establishment of a central clearing and settlement system for gold by the Hong Kong Special Administrative Region government, and develop gold and commodity products denominated in RMB.
