**[Michael Saylor: Call for Establishing a Digital Asset Rights Framework]** Michael Saylor stated that the era of digital assets and artificial intelligence requires a Digital Bill of Rights to protect the rights of individuals and enterprises to create, issue, custody, transfer, and use digital assets. He suggested lowering the barriers for token financing, allowing digital dollar issuers to engage in yield competition, encouraging banks to custody Bitcoin and offer collateralized loans, and improving the circulation of tokenized securities, financial privacy, identity authentication, and tax rules for digital asset payments. Michael Saylor believes that regulation should reduce unnecessary restrictions, and the future scale of the digital asset industry is expected to reach $100 trillion.

Binance invests $100 million to purchase Circle stock and signs a 5-year commercial agreement to promote and integrate USDC within the platform. The number of USDC spot trading markets on Binance has increased from 140 to 329, and monthly trading volume has risen from $20 billion to $40 billion, consistently exceeding $80 billion. Since 2026, Binance has been processing daily USDC spot trading volumes ranging from $5 billion to $10 billion. According to a16z crypto analysis, the total transaction volume of RWA perpetual contracts in August 2026 was $117.3 billion, of which the on chain platform transaction volume was about $101 billion, accounting for 86%, and the centralized exchange transaction volume was about $16 billion, a year-on-year increase of 44 times.
