Hyperliquid lowers funding rate cap, adjusts contract deployment restrictions

Hyperliquid will lower the funding rate limit from 4% per hour to 0.5% in the next network upgrade, and increase the maximum number of active result contracts that a single deployer can have simultaneously from 100 to 200, and the maximum number of deployable result contracts per day from 500 to 1000.
