Plasma releases Torch validator handover mechanism, dynamic periodic boundary scheme still under review

Plasma releases a technical article introducing the Torch validator handover mechanism based on Fast HotTutor. This design does not require adjacent verifier committees to have overlapping members, and there is no need to increase communication rounds or pause block generation during handover, but the message transmission overhead increases during handover. The dynamic cycle boundary scheme mentioned in the article has not yet been launched, and the related work is undergoing peer review. The official white paper and machine inspection proof plan are scheduled to be released within the year.
