According to CCTV News, Iranian Foreign Ministry spokesperson Bagai stated on June 21 that Article 13 of the memorandum of understanding stipulates that the initiation of final agreement negotiations must be based on the implementation of five provisions, including Article 1, which requires the cessation of war on all fronts.
