Cynthia Loomis: Only congressional legislation can grant CFTC spot regulatory authority over digital assets

US Senator Cynthia Lummis stated that regulatory rules cannot grant the CFTC regulatory authority over the digital asset spot market, add sanctions against US adversaries, or protect developers from improper prosecution. These matters can only be accomplished through congressional legislation, and the CLARITY Act is the only feasible path to address these issues.
