Russian central bank releases draft regulation on organized trading of digital assets

According to The Block, the Russian central bank has released a draft regulation for organized trading of digital assets and digital rights, which aims to establish access and operational rules for cryptocurrency exchanges and digital custodians. The draft requires the exchange to determine the trading process and calculate prices, and proposes to establish a digital custody institution with a registered capital between 50 million and 250 million rubles. Electronic platform operators need to meet capital requirements and assume settlement functions. The draft has entered the regulatory impact assessment stage, providing a framework for retail compliance transactions while prohibiting domestic payments of cryptocurrencies.
