Hyperliquid allows HIP-3 deployers to customize asset transaction rate multiples

Hyperliquid will open up rate configuration for HIP-3 deployers in the next network upgrade, and deployers can set separate transaction rate multiples for different assets within the range of 0.1 times to 3 times. The relevant parameter deployer_fee_stale will be adjusted from the global level to be recorded by asset dimension, and has been tested online. At the same time, setFeeScale and setGrowthModes will be merged into a single setdeployerFeet operation.
