Merge Sign code into Panurus to provide a tokenized development framework

The Linux Foundation Decentralized Trust announced that the Sign code has been merged into Panurus, a project aimed at providing an open and neutral tokenization development framework to help institutions issue and manage digital assets across different chains and systems. Other contributors include IBM Research, the French central bank, and Offchain Labs.
