The State Administration for Market Regulation of China has released the "Guidelines for the Application of Individual Liability in Monopoly Agreements (Draft for Solicitation of Comments)", with the deadline for soliciting opinions being September 10, 2026. The guideline stipulates that the persons responsible for monopoly agreements can be fined up to 1 million yuan, including the company's legal representative, main responsible persons, and directly responsible personnel. The guidelines specify that individuals involved in critical areas such as livelihood security, ecological environment, production safety, financial capital, or data security that harm national interests will face stricter legal responsibilities.
