Vitalik updates EIP-8141 proposal to support quantum resistant signatures and social recovery

Vitalik has updated the EIP-8141 proposal to support atomic batch execution of up to 64 operations, social recovery, P256 quantum resistance signature, and gas fee payment capabilities. It is planned to be included in the Hegot á upgrade in 2027.
