The 2026 Policy Address of Hong Kong proposes to promote the trading of RWAs such as gold on licensed platforms and test the tokenization of foreign exchange fund bills

The Hong Kong SAR government proposed in the 2026 policy address that the Securities and Futures Commission will improve the virtual asset licensing system and the regulatory framework for tokenized investment products, and promote the issuance and trading of gold and other suitable RWAs on licensed platforms. Hong Kong plans to issue digital bonds on a regular basis and explore the use of digital currency for settlement, dividend distribution, and redemption applications. The Hong Kong Monetary Authority will test the tokenization of foreign exchange fund bills by the end of the year to utilize foreign exchange fund bills with a total value exceeding HKD 1.3 trillion. In addition, the Hong Kong Monetary Authority plans to implement central bank digital currency (CBDC) settlement and round the clock operation in the Ensemble project (Ensemble TX) by the end of this year, and continue to explore tokenized deposit application scenarios.
