ZetaChain governance proposal passed, ZETA token and Anuma application will be migrated to Solana

ZetaChain governance proposal 68 was passed with a 99.4% approval rate, and ZETA tokens will be converted 1:1 to Solana native SPL tokens, with the total amount remaining unchanged. The specific migration plan will be determined by the second proposal later; Anuma applications with over 300000 users are synchronously migrated to Solana.
