Base completes Cobalt mainnet upgrade, adding conditional trading and B20 functionality

Base has completed the upgrade of the Cobalt mainnet and introduced the Validity Transactions conditional trading function. Transactions submitted by users will only be uploaded to the chain when the conditions are met. This upgrade enhances the B20 token standard, adding Composite Policies logical combination function, Schedule Multiplier asset balance change preset function, and seizeWithMemo balance transfer function. The Base plan aims to reduce block generation time to 200 milliseconds in the future and implement improvements to native smart accounts and EVM. (Source: The Block)
