According to Bitcoin.com News, the Russian Central Bank announced that individuals who pass the Financial and Banking Knowledge Test and obtain the Qualifin Certificate issued by the National Finance Association (NFA) or the Moscow Exchange (MOEX) Investor Certificate can be recognized as qualified investors. The new regulations will come into effect on August 31st. The annual limit for non qualified investors to purchase cryptocurrency through a single licensed intermediary is 300000 rubles (approximately $3800), while the limit for qualified investors is 3 million rubles (approximately $38000). Mikhail Mamuta, Deputy Governor of the Russian Central Bank, stated that the focus of the test is to enhance investors' financial knowledge, enabling them to understand and manage related risks before trading complex instruments.
